APRA History


After more than 40 years of operating in parallel, the Boards of  Alaska Municipal League Joint Insurance Association (AMLJIA) and Alaska Public Entity Insurance (APEI) made the decision in September 2024 to merge into a new nonprofit organization and create a joint insurance arrangement, the Alaska Public Risk Alliance (APRA). 

Their belief, confirmed by more than a year of study by financial and insurance professionals, was that the municipal and school district members of the two pools would achieve greater benefits from one larger pool. The membership of each organization voted in favor of the merger in November 2024. APRA was incorporated in January 2025 and began operations on July 1, 2025. Under Alaska law, APRA assumed the liabilities of AMLJIA and APEI, and each pool transferred its assets, including all or a portion of their member equity, to APRA.The creation of APRA speaks to the dedication and foresight of the leaders of APEI and AMLJIA, who looked beyond what was to what could be. In doing so, they wrote the next chapter in Alaskan public risk pooling, creating an organization that proves that 1 + 1 is actually greater than two.
