RISK MANAGEMENT


We recognize that APRA’s municipal and school district members have complex and unique needs, reflected in our risk management programs.

APRA recognizes the efforts of our members in reducing risk through the Loss Control Incentive Program (LCIP). When members engage in risk control activities and provide documentation of those activities to APRA, they can earn credit towards a year-end refund of the premiums paid on each of the primary lines of coverage. Activities that may earn a member credit include:

  • Training for staff and management on topics such as discrimination and harassment prevention, employee safety, and fire extinguisher use to reduce liability, injuries, and property damage.
  • Having an active safety committee to identify and address workplace hazards. 
  • Completing property inspections to identify and address potential hazards that could lead to building damage or injuries to people.

Investing in safety equipment, training, and promotion raises awareness of safety’s importance and its value to employees. APRA offers grants in amounts starting from $250, depending on member size, that can be applied to safety training or safety equipment. To apply for a grant, complete a grant application and submit it with the receipts from the item(s) purchased, and a refund up to the grant amount will be sent to the member. 

Members can collaborate with our RMCs to conduct building inspections and identify hazards and risks. Inspections can be done in person or virtually, and each inspection is followed by a comprehensive report and action plan to assist your organization in addressing concerns. Law Enforcement Consultation 


We are pleased to continue our partnership with Greg Russell of Russell Consulting LLC, established with AMLJIA. Greg’s services are available to APRA members at no cost or at a discounted rate, including:

  • Law enforcement and employment practices consultation
  • Deposition and court preparation consultations
  • Pre-Employment background checks (FRCA Compliant)
  • Internal Affairs Investigation and review
  • Law enforcement agency assessment

Ballistic Vest Reimbursement Program (BVRP)


  • APRA is continuing the BVRP to help our members and their personnel obtain life-saving protective gear. APRA members can use the BVRP Application to request reimbursement of up to 50% of the purchase price of ballistic vests for law enforcement and first responders.
  • When applying for the BVRP, agencies are certifying they have a “mandatory wear” policy in effect. A Mandatory Wear FAQ is available to help with development of a policy, or Greg Russell is also available to assist.
